I'm looking for 1 handed caster weapons (wands/truncheons/canes/ect) that have +5 energy above 50% life and another mod such as 20% faster cast for X/20% recharge rate for X.

Will pay a lot for a good one (around 300k). Perferably a Fire/Earth/Air wand or Smite rod or Domination cane.

Yes, max damage only. The requirement should be related to the bonus, but no cap on requirement.
