Stance is terrible, enchanted is equivalent to all the time if you have the right build. Therefore making it better. Theres your answer, and also some people have problems with blue items. Also aegis is one of the best looking shields in the game.

oh, and just to bash you some more, i took a good look at the shield that you have that is so called "better" and it's not.
Reasons:
1. It's ugly as hell
2. It's +40 while enchant. Not too great of a mod.
3. Compared to -2 dr, 7 health is NOTHING.
Thats a collectors item. I think the shield I just posted is a bit better than that one. And has the same tactics req. Tactics are so underrated. There's some really nice things that come from tactics and strength doesn't give as much pentration as most people think it does. I'm a tactics fan myself. And as OT stated, that carapace has to be the ugliest shield in the game.
