Can you upgrade runes?

Just a quick question. This is probably a dumb question, but i've never needed to use a superior rune till now, because i couldn't afford it lol.

Ok here it is.

I have a piece of armor with a minor vigor in it.
Can i 'use' my superior vigor rune on THAT armor to upgrade it like say weapon upgrades? (of course i lose the minor vigor)
Or do i need to get a new piece of armor?
