Secondary Profession and Skill choices

I have been doing what most players are doing. Trying to decide what character to build. While doing this mental evaluation I've wondered if you can "buy" the skills that are either non-linked skills or those that are linked to the primary attribute of the secondary profession? I do realize that those skills linked to the primary attribute of the secondary profession would be at a minimal level, but I am curious about this matter anyway.

you can spend a skill point and a certain amount of gold at the skill trainers to learn whatever skill they offer for either your primary or secondary profession. you can use any unlinked skills from either profession and you can use skills tied to the primary attribute of your secondary profession, although you could never raise that attribute above 0.
