i don't know max on staffs, but i think thats max. and everything else looks good on it too, although its kinda weird how it does earth damage but everything else has to do with water...

It's because the water magic is a add on mod. Expert salvage it for either the Hale Head +24 or the perfect Water Magic +1 (20% chance)
Either one will get you 4k+
Well the Water Magic +1 is hard to price since they are pretty rare.

great. just great. everytime i try to do an expert salvage to a weapon, it never gets the upgrade out. this time was no exception, i got 21 wood planks
