i think one way to possibly fix the economy is to have a sort of weapon trader. depending on how much gold you are spending, would determine the kind of mods weapon you can purchase. For example, lets use bows:
Any Type of Normal Bow 15% above 50%: 50k
uncommon bow (shadow, ivory): 75k
Rare Bows (Storm, eternal, etc) 15% above 50%: 100k
Or axes:
Comman axes: 15% above 50%: 50k
Uncommon (Sephis, tribal, serpent)15% above 50%: 75k
Rare (sickle, chaos) 15% above 50%: 100k
Perfect mods could be purchased to put on these for mabye 25k each.
Whatever material that is salvaged would be used to craft these (bows;wood, swords:iron, )
Weapons would only be purchased where they are found (Crystalline in deserts (i think), fellblades, chaos axes, storm bows in fissure.
The weapons are still pricey, but no longer would people be bidding 900k on a 15% above 50% chaos axe.

dunno about axes but i doubt its worth 50k for a perfect one
and i'd go with the 25k perfects except it woudl rise the price of some perfects, like armor, but lower others like vamp and fortitude
