Kishin: Conjure Flame is an Elementalist Skill so I pretty sure your Ranger / Necromancer will never see it.

As far as I can tell the only way to get it is to either buy it or cap it off of a mob.

currently you have to buy it but I suspect sooner or later it will be come questable

It is sold in LA all the big city skills are questable
the prima strategy guide lists it as questable in northern shiverpeaks
it could be bugged since there are 2 quests that give out gale.
