odd. I gave her broken flute, brought her with me, give her flowers as soon as i found one and out of the blue, she told me stuffs and gave me the tapestry. Perhaps you should do a picnic

I came out my first time with a guild mate and he already went ahead and gave her the flute before I got to talking to her. I just went ahead and bought her the flute. Do you think that's why?

You know if i where a developer/quest writer/whatever for Anet, i would simply leave the whole gwen thing alone.
Then in the free expension drop some npc that randomly spouts something about this woman named Gwen whom was tracking by.
Just to fuel the fire a bit.
Then in chapter2 drop a whole new bomb of gwen hints that leads trough the hardest parts of the new chapter.
Then there i would lay a special item, called "red harring".
but that would just be me

BTW, pre-searing is best done alone (except for the "North of the Wall" Ressurrection Signet qest)

Exit Sanctum Cay, get to the big beach zone NW, and keep walking throught the seaside as close to the water as possible. Now you'll reach a zone where is an NPC that won't even talk (you cant say him the usual "Nothing, I'll be on my way"). And just after him it's on the floor. Its the quest item cape, not the salvageable one.

Cleared the UW a few times, never found a gwen, though I don't doubt the possibility of her existing in some form down there. Only thing I remember related to Gwen though is her dead mother (Sarah) at the starting place in the UW unable to find her dear little Gwen.
Would be neat to find her again though, shame I don't care about the UW enough to go looking.

1- You don't get ascended till quite a ways after sanctum cay
2- It's possible for us to get every where except for the Ring of Fire island chain without ascending.
3- Ascension is something given to us (as the heroes) and perhaps for others who aren't "chosen" there are other methods to reach various points...
Also, don't forget that the Canthans have boats and if this turns out to be a hoax I'm quite inclined to think that Gwen escaped to Cantha after the death of her mother and after her father ran off to the front line during the searing.

same deal happened to me...I think you have to actually quest with her some before she'll give you the tapestry shred.

Get the box of candy from Dwayna (sp?) and the teddy bear from Little Thom (he makes from a corner of the bear pelt), then she'll trade you the tapestry for these.
This gives you the Signet of Taming, which allows any class to tame the first flying pig they come across.

Her dad died before the searing and before pre-searing for one.
Gwen is from Ascalon - appearently having to do with how you get chosen O.o (IE, Little Thom, Alesia, blah blah got ascended)
Sanctum Cay is the last mission before you get to the desert. It may be a few hour's play, but it's only three missions.

I'd just want you all to know, that my guildmates actually were smart enough to take a screenshot of Gwen in the Underworld. I'll have him give me the screenshot today. And i'll post it up here.
