he has less faction than me, therefore he believes i get better drops and he
gets weak drops. I've never heard of faction increasing drops and the drops
rarity, is it true? He says the gods favor me...

im hermans "guildie" that we were talking about, there was someone that i met on a mission and he/she did alot of gvg, so they had high faction, they asked me if i wanted to join the guild, to get more faction to get gold items in dragons lair (i think, the mission after ascention)...thats how she explained it to me..*shruggs*

Luck and random events can manifest themselves in many different ways. However this doesn't prove or disprove the OP's hypothesis. It's unlikely that ANet would have inserted code that alters drop tables based on your character's Faction, but that doesn't make it impossible. And ANet has many times in the past made changes to the game without disclosing them in the "Game Update" notes.
Why would they do it? So people that are good at PvP'ing have better drop rates in PvE?
It's simply a rumour that's not true. You would say "How can you be so certain? You have no proof!".. , but A.net has no reason to do this. I think using 'common sense' would be enough in this matter :/
