its a ranger primary attribute

Primary Attributes only show up for your primary profession.

Elementalist - Energy Storage
Mesmer - Fast Cast
Monk - Divine Favor
Necromance - Soul Reaping
Ranger - Expertise
Warrior - Strength

That's why you don't see many secondary rangers, in my opinion - not having expertise is pretty brutal if you plan to use bow attacks.
