WTB Max Dmg Storm Bow With +% dmg While health is above 50%

I am very interested in getting a max dmg storm bow with +% dmg while health is above 50% however not many people seem to want to take anything but 100k or more for even a 10% with no other mods. I really need this for my ranger.

i have max damage half moon 14% above 50% hp req 8 and 12
