Nope... Only when you decide to quit when there is truly an end to a game, but you could play it again then it can be considered never really quitting.

Well, the missions are used to tell the story of that chapter, so in a sense, when you finish all of the missions you 'beat' the game. But, of course, there is plenty more to do beyond that that isn't tied down to plot, etc.

Like they say for MMORPGs: "you beat the game the day you cancel your account."
However, with no fees, perhaps for GW it is: "you beat the game the day you stop buying expansions"

More like, you beat the game when you have done every quest, side quest, mission, crafted ever useful piece of armour, uncovered the entire map, slain every creature, captured the Hall of Heroes for 24 hours, had your guild as the number 1 spot for 3 weeks, unlocked every skill and item, and so on. Yeah... no one's going to "beat" it.

I'd say No and Yes to this question. If you only want to PvE you can technically beat the game, because you can complete every mission availible. But that being said you can always continue to play.
There is also the PvP aspect, which is like saying can you beat counterstrike?

Well then how often will they add quest...Because I played in one BWE and found that I played for roughly 5 hours the whole weekend and was lvl 8....Then i found you could go to the world after....i thinks its call "Pre-Searing" I didnt want to and i ran outta quest..So my questions will they add quest to the "Pre-Searing" world? Also how often will there be new quest?
P.S. I dint search this I am too lazy.

Presearing is basically like the tutorial of the game... ITS MUCH LARGER. you'll realize youre only a dot on the map.

Just to add on to the price of expansions. I believe they will be priced closer to the cost of a full game, as they plan to add an amount of content that's equal to their current content.

What I don't like about that is the fact that it's easier to make an expansion. They already have the foundation for the game set. The engine is already completed, so all there are doing is creating more content.
I say a good expanion price is 30-40.

If you manage to get throught ever mission, I can guarentee Gaile Gray will personally visit your home, and slap you for cheating ^.^

There is a definite start and finish to the first chapter of Guild Wars, and I'm assuming each chapter thereafter will have it's own start and finish. Think of it like a console RPG, except you get to play with your friends. After the last mission there's PvP or starting a new character and waiting until the next expansion comes out.
EDIT: By finish I mean there is a mission that concludes the chapter. You can still continue doing PvP and quests you might have missed along the way. You can also go back and do the side quests and such that you missed in the missions the first time around. While the story might end, you can still continue to develop your character.
