Rusty. 1) For Great Justice is a Shout. Flourish states that it only works on attack skills.
2) Flourish also only works on non-adrenal attack skills.

Flourish is a great skill for any attack skill that takes a long time to recharge. My favorite combo is with this and bellysmash w/ my hammer warrior. I can recharge bellysmash, irresitable blow, and power attack with Flourish and regain almost all my mana.
