OK, here goes:
1) Not sure if this is really necessary - with only 8 skills, the more spirit skills someone brings, the less other skills they have to use. Rangers don't get enough respect as it is, so nerfing the amount of their spirit skills seems unfair and would probably unbalance the game. That's like saying a warrior can only use 1 or 2 adrenaline skills, or a monk only being able to use 1 or 2 protection prayer skills.
2) This doesn't make too much sense in that this is supposed to be a team oriented game. Certainly much of the world is soloable, and most of us probably do a lot of soloing, but I don't like the idea of decreasing the team aspect any more than it already is.
3) I could leave or take this option (of course playing in the American districts is quite the advantage), but anyone is free to play from another district that currently has favor (I've never tried, so don't know if this works or not). But otherwise, it does favor the casual player - partially who this game was built for - who might not have the opportunity or time to wait around until their area has favor. Watch out for grindfest people who play the game endlessly - they'll soon start to moan and whine that their 15K armor isn't special enough if everyone has a chance to get it!!
4) Absolutely. Anet needs to go even farther - there should be character level requirements for areas of the game, and for higher value armor and weapon stats to keep the early arenas more balanced and cut back on the trade spamming and such in the early parts of Post.
5) This should be an option. There have been times, where a match has gone on and I needed to go somewhere, but didn't want to log out and screw the team over. However, I do remember one match that took us over 30 minutes to finish, and it was one of the best matches we had - on both sides (my team won, so it was slightly more better for us), so this should be an option for teams to decide on prior to entering a match. Give them the choice to fight a timed game, or an unlimited match.
6) Again, as in your first option. This all goes back to the balance of the skills. Like Rangers, Necros don't get enough respect, and nerfing their abilities will only worsen the deal. Plus, when soloing with my Necro, there are times when I need as many minions as I can get - limiting the number would unbalance this profession too much.
