PC on this gold max dmg Flamberge

Any input or help is greatly appriciated and thank you ahead of time, so here are the stats.

Fiery Flamberge of Swordsmanship
Fire dmg: 15-22 (req. 12 swordsmanship)
+13% damage while health is ABOVE 50%
+1 swordsmanship (17% chance)

If i could get any pc's on this it would help me alot on how much to sell it for
