It may be the "best" for some people, but for a W/Mo who uses mending, it may be better for the +15% damage to be "when enchanted". Did you ever think about OTHER peoples builds?

actually pendragon. even for warriors using mending. Energy runs out, enchantments can be stripped, and w/mo pretty much suck in pvp anyways (unless in the rigth team build). So I would say this is better than while enchanted. With this flamberge, and a 20% > 50 sword, you could be covered on all grounds all the time. Where as in a while enchanted if your out of energy, or shutdown by a mesmer, your out of luck
