I am level 14. By the time i get to level 20 i will earn 60 more attribute points (i think). After level 20 can't i get more attribute points?

You get 170 from doing missions. Once you are in the desert there is a quest you can do to get 15 more points, then after you ascend and go to droknar there is another one you can do for another 15. Total of 200.
