This projectile strikes for 10-54 cold damage and moves 66% slower 2-5 seconds.

does this mean the shard moves 66% slower for 2-5 seconds? or the foe does after the shard has struck.

if not can some1 please explain this to me.

Typo, as it causes the enemy to move 66% slower.
