How do i change my 2nd class again?

I am a lv 20 W/Nec and i want to turn into a W/Mo the problem is the guy says i can only change to a Mesmer, and not a monk, can someone tell me how i can turn into a Monk (this isnt my account my brothers account so i might seem bit noobish)

You got to go and do the monk path quest before you can change, I believe its in Seekers Passage but am not quite sure.
