As a monk, this spirit really negativly effects me. i can only imagine poor Elementalists whose some skills take 25 energy. + 30% = 32.5 energy
Rajamic
Which should be the whole point of using this skill, to drain the enemies' energy. If you want the faster recharge and nothing else, bring Energizing Winds to counter the energy costs.

Where can i get this skill
Soiled Egg Roll
It can be bought at Yak's Bend or you can do Master Ranger Nente's third quest in Ascalon called "Charr Staging Area"
cobra22219
this skills now cost 25 energy, and dies after 15-45 seconds... :' (
Vermilion Okeanos
45 sec is on 15 wilderness survival too... that pretty much means it is almost unusuable unless you are a primary ranger who want high WS.
bleh
still could be of good use in trapping teams
Former Ruling
Its use for pure trapping teams is evident. Combined with Energizing Wind - You get alittle less expensive traps, that are alittle faster to recharge - nothing negative.
But I have seen it a build for mostly ranger teams that DONT trap (WOAH..I'm blowing some people's minds..ranger teams...that DONT trap?) - but yea- an interupter or two factored in can help so I hear. They set it and that does two things 1) The oppoent ele's and monks are cussing over their TeamSpeak servers, and 2) They expect trapper team...so you can catch them alittle off gaurd.
Expertise can counter its negative to energy cost pretty good.
