Maybe I'm the last to notice this...mainly because I never bothered to use a Major Vigor until recently...but has anyone else noticed that there is only an 11 HP difference between Major and Minor Vigor??? Is this a bug?? I coulda sworn there is supposed to be 21 HP difference

How does that make major vigor useless? It is still better than a minor for not too much more, and less expensive than a superior by a lot.

What's ultimately useless with the current price are the superior vigors. unless you are either using it on a pvp char, or you found it for your pve char of course.
