I was a little confused at first when I couldn't change districts or even leave the ToA and jump to another area. Needless to say, I was slightly confused.

That happened to everyone a couple days ago. I was in Marhan's when this happened (Where I am all the time. -_-'') and a few people walked out and walked to Thunderhead Keep. xD

A few days ago it was happening here in hte American servers, it didn't let anyone go out of cities or anything... sucked.

Sometimes the instance servers are still running while the 'town' servers are unavailable...so you can't go anywhere. Very odd.
