New Cape Designs for Release

Cape designs are cleared before the release of Guild Wars. The official Guild Wars site says that this is for an "even slate". I just wanted to know that can you get a guild design at the beginning of pre-order (morning of the 27th) or if you have to wait until the actual release (morning of the 28th)? I was hoping it would be after the real release... so I can camp the guild creator NPC and get the best looking cape

But that doesn't mean that you can actually get a new image for the cape... that wouldn't constitute an "even slate"... hmm... Well, if I can pick a new image on the 28th and I pick one that priorly belonged to a large Guild...

their members and leader will be ready to get it back first unless you have 50-100 members all pooling gold to get it faster (1000 for cape)

last bwe it was 100 gold to register and another 100 for guild cape...i hope they keep it like that, cuz i want to change my guild name/cape.hehe

I concurr 100 to start the guild 100 to buy the design, the rest of the guild get them for free.

I think to buy the item it costs 1100 gold (on beta, at least). I am more than likely wrong, though. Earlier, I read that you need a thingy, but you can buy it from a vendor in the area around Lion's Den, I think.

And another question for the post... What is the difference between flags and capes, or is there none, just a different choice of words?
