Expertise is the strongest primary attribute in the game, bar none. Nothing else so dramatically effects playstyle and makes Ranger energy management the smoothest running of them all. Divine Favor is what separates Monks from the faux El/Mos, and has a great set of skills. Energy Storage is functional no matter what you use it with, and Strength has a few useful skills. Fast Casting is good but not exceptional. Soul Reaping isn't so much bad but of dubious applicability at times, and totally lacks any skills under it.

I'm going to have to go with that ^. I had trouble deciding whether Energy Storage or Expertise deserved top spot, but as a traditional Ranger player Expertise just clinches it. Divine Favour is also a very good attribute.
Soul Reaping isn't
so bad in PvE, as it does enjoy higher death rates and thus is more useful. In arena battles and suchlike it's far less useful, as you don't nearly have as many creatures dying around you at the time. That's the Necromancer's weakness in a few of their skills, though -- they often rely too much on other players/monsters, dead ones in particular.
