Nice low requirement... and what makes it so costy is because skeleton shields look nice, and both the mods are while enchanted. theres a eternal shield exactly like this but strength requirement going for 700k right now in da sell forum.

I'd think lower than 180k, but it's a nice shield. Probably 100-150k.
I have the exact same one but with 12 req.
