Well a gold shield can't have +23 while hexed or while enchanted, so it has to be in a stance.
Price depends on the req, probably 2-5k.
In a stance isn't that great a mod, and it's actually the mod that most people use the collector's shield for so it won't be that popular if you try to sell it.
