look at that, it's vital blessing.

What are you trying to do with this build?

I've no idea.

PvE tank? Sure, go ahead, if that's your thing.

Yeah,
Basically, this is the build to PvE tank. I understand it would not work in PvP because all the spells are "target me" which doesn't happen to the tanks in pvP.

Once I get to the end of the game I will switch around my skills to accomdaite for PvP. What would you then recommend using these attributes?

I'd replace Final Thrust with Sever Artery, then. You're looking for good damage over time, not a big finishing hit. FT will drain all of your adrenaline, and you won't have it to fight the remaining 10 creatures attacking you. Plus at 4 adrenaline, you can use it a lot more often.

Replace one of your riposte skills with Shield Stance. That way you can alternate stances and block 75% of all attacks more often, and both stances still allow you to use skills without breaking.

If you went with Gladiators, then Shield when it ended, you could have 27 straight seconds of block 75%, and 3 seconds until Gladiators is recharged.

Since most of your build seems to be damage avoidance, and my suggestions bring it even more in that direction, drop vital blessing. Shielding Hands won't cost you a pip of energy, and it can cover most of the gap in your stances while waiting for Shield Stance to recharge.

Skills: [Attribute] (Energy, Cast Time, Recharge TIme)
1) Sever Artery [Swordsmanship] (0,0,4) Sword Attack: If this attack hits, the opponent begins bleeding for 22 seconds, losing health over time.

2) Galrath Slash [Swordsmanship] (0,0,8) Sword Attack: This attack strikes for +35 damage if it hits.

3) Riposte [Tactics] (0,0,4) Skill: For 8 seconds, while you have a sword equipped, you block the next attack against you, and your attacker takes 29 damage.

4) Shield Stance [Tactics] (5,0,60) Stance: For 17 seconds, while wielding a shield, you have a 75% chance to block incoming attacks, but you move 33% slower.

5) Gladiator's Defense [Tactics] (5,0,30) Stance: For 10 seconds, you have a 75% chance to block incoming attacks. Whenever you block a melee attack this way, the attacker suffers 27 damage. This is an elite skill.

6) Shielding Hands [Protection Prayers] (5,1,25) Enchantment: For 10 seconds, damage received by target ally is reduced by 13.

7) Reversal of Fortune [Protection Prayers] (5,0,2) Enchantment: The next time target ally would take damage, that ally gains that amount of health instead, maximum 58.

8) Restore Life [Healing Prayers] (10,8,0) Spell: Touch the body of a fallen party member. Target party member is returned to life with 26% health and 42% energy.

What do you think?

Edit: I dropped Deadly Riposte because you have a lot of energy skills, and SA can cover the bleeding instead. If you think you can afford the energy, use Deadly Riposte, and maybe Gash in place of S.A.

Reversal of Fortune, while a skill that is on my list often, is pretty trashy without Divine Favor giving it a boost.

On non-primary monks, I'd take Guardian above RoF every day of the week, twice on sundays. Guardian will help you when you're outnumbered- though if you're using gladiator's defense and Riposte- you might actually want them to land some hits.

Honestly, I'd probably drop protection. Pick something you can cast one and forget- Healing Breeze or even Mending (in PVE) come to mind.

Protection spells aren't going to give you much protection here. Just get some healing to keep you going strong.
With protection you have no way to gain health, you're just slowing your descent. Healing can bring you back up.

Also, interrupts are invaluable- you fight a lot of bosses that aren't a real threat to your health, but their self healing is nearly unstoppable. Savage Slash or even Distracting Blow will make the impossible fights possible.
Don't forget Healing Signet, as long as you're in Tactics and you have high evasion. It's freem so it wont tax your energy pool.

It's a nice PVE tank build, otherwise.

Thanks y'all for the help!

Here is what I have now:

Class: Warrior / Monk

Assumed items:
+2 to Swordsmanship
+1 to Tactics

Attributes: (cost)
Strength: 0 (0)
Swordsmanship: 11+2 (77)
Tactics: 10+1 (61)

2) Shield Stance - (5,0,60) For 17 seconds, while wielding a shield, you have a 75% chance to block incoming attacks, but you move 33% slower.
3) Riposte - (4a,0,0) For 8 seconds, while you have a sword equipped, you block the next attack against you, and your attacker takes 29 damage.
4) Galrath Slash - (8a,0,0) This attack strikes for +35 damage if it hits.
5) Sever Artery - (4a,0,0) If this attack hits, the opponent begins bleeding for 22 seconds, losing health over time.
6) Reversal of Fortune - (5,1/4,2) The next time target ally would take damage, that ally gains that amount of health instead, maximum 58.
7) Healing Signet - (0,2,4) You gain 123 health. You take double damage while using this skill.
8) Restore Life - (10,8,0) Touch the body of a fallen party member. Target party member is returned to life with 26% health and 42% energy.

I would use the two stances alternately. Riposte would be on as much as possible. Galrath Slash would be used to inflict x-tra damage while Sever Artery is there to give DoT. Reversal of fortune will be used whenever possible. Healing signet will be used when I have one of the Stances on. This will give me excellent chances to not be hit while taking double damage.

This way I can keep my health up. Deal damage without being hurt, and heal if I need to with Healing Signet. Finally, to add the icing on the cake I can put on a stance and then use Restore life.
