A question about skills

I played back in a WPE and I remembered not being able to gain new skills (ex. fireball rank 1 and then a couple levels later you can gain fireball rank 2). Can you do this in this game or do you never gain new skills?

your character can have up to 150 skills at a time
about 75 each for primaty and secondary professions
skills are gotten from skill trainers from quest rewards or using signet of capture on a boss
they are separate slills and not the 1-10 level fireball as well
