Expert Salvage, or shop sell. None will buy it pretty much. I've had gold staves with mods that nobody would bid 500gp on. So yeah w/o any mods, shop sell.

What if I stuck a +5 defensive head and a +29 staff wrapping of fortitude or 19% staff wrapping of enchanting on it?

Could I get more than the price of the upgrades that way?

No. as a principle, never put upgrade on staves unless you want to use it forever.
