Do PvP Chars get the +30 Attributes?

Hiya!

This just came to my mind the last time I deleted one of my 4 PvE chars to try out some PvP builds: If you mae a pure PvP char, does he get the +30 attribute points that a PvP char at the end of his life (lvl20 that is) would get from the 2 quests?

PvP chars have a full 200 attribute points to spend (this is if u make them custom way)

PvE reach 170 at level 20, and get 30 more in 2 quests.
