at first i thought that only certain skills could be learned from a quest, but later on, i noticed that the skill trainers in a new town had the same exact skill from a quest that i saw (but didnt do) earlier on. i kept seeing this over and over.
does any one else know if u actually HAVE to do a quest to unlock a skill?

I don't think so... I believe I bought a skill I then learned when going back and doing some missions as when I completed the mission, I did not get a "NEW SKILL UNLOCKED" message and the payment was two skills. Also say your in Ascalon City, a quest gives you smite hex or something but you never did the quest... of course they won't make it available to buy until say Lion's Arch just so you don't skip missions and visit ascalon's skill trainer for skills offered from ascalon missions. I'm just using that as an example... hope that made sense and helps ya.

you can buy them, if you want to use up your skill points. personally, i'll buy only what i cant earn from a quest.

Every single normal Skill (Non-Elite) can be purchased, you only need to find the right vendor.
In order of attaining skills; first you get the chance to use a Signet of Capture, then you can do a quest for it, and lastly it can be purchased. For example: Animate Bone Fiend. You can capture it off of Lord Timont in "Reversing the Skales" from Lion's Arch, or you can get it in a quest in the Crystal Desert, or you can buy it at Droknar's Forge.
