Where is the NPC that sells weapon upgrades

Well i forgot where they are can someone tell me where to find them?

There are no NPCS that sell weapon upgrades that I'm aware of.

do you mean the Priests of Balthazaar that unlock weapon upgrades for PvP? Because they don't appear until that Henge place.

Not true, there's one in Ascalon near the Arena and there's one in Yak's Bend too.

but there isnt any one who sells weapon upgrades
