Im playing through with a second character and I cant find/buy any runes of holding. Are they only available for your first character or wtf?

No. Where are you? You can only start getting them at a certain point. Yak's Bend has them, maybe an Ascalon area does...

They are available in later Outposts, not in the begining ones.
