You should try reading the manual.

In your inventory (accessed by pressing I by default) you'll see butto name Weapon Sets' click it, and you can check upto four boxes. These pop up little circles on the bottom right of your screen (by default) where you can drop weapons and foci to equip them. for example a fire weapon and +12 focus and a Sword and shield.

pressing F1 or F2 allows you to hotkey to the weapon sets you've created.

Weapon sets allow you to switch between two or more weapons without having to manually equip them.

in your example, if you have a sword&shield in weapon set 1 and a bow in weapon set 2... and pressed the "F1" key you would then activate and be using Weapon Set 1, which is the Sword&Shield. If you then pressed your "F2" key you will then swap to your Bow, which was set as Weapon Set 2.

You can have up to 4 different combinations of weapons, shields & focii at the same time - this is because you have 4 different Weapon Set's you can use. As has been mentioned, press"I" to bring up your Inventory and then click on the "Weapon Sets" button to bring up a window where you can select how many weapon sets you want showing at the same time (ie if you select weapon sets 1,2 & 3 then in your display you will see icons representing the 3 different weapon sets)

Shamblemonkee - I just flicked through my manual, and nowhere does it talk about Weapon Sets. I found out about them by a helpful help-hint popup in pre-searing ascalon Maybe I'm just blind... but I'd say in this case saying "RTFM!" just doesn't apply.. since the info isn't even there
