Attributes?

Hi guys, newby-question here. I see that attributes increase the power of skills that fall into their category, however, in what way do they do so? as a crappy example:

Skill X costs 5 energy, and does causes, lets say, 1-3 health degeneration and lasts, ummm, 20 seconds. So the way that I looked at it was this:

1 attribute gives you the 1 point degen. effect. having 6 will bump you up to 2 degen. and then maxing it at 12 will give you the full 3.

Is this correct? What about going over the attribute. I have seen it possible, and even easy, to get 16 in an attribute, what happens when you go over?

The only other guess I have is that the 1-3 will scale as you level and that attributes boost the durration AND the damage in a way that the skill listings dont show.

Any clarification on this would be great, thanks!
