You use an expert salvage kit to remove the runes that they contain. You may then use or trade those runes.

sometimes just doin it reveals all

usually if there is no pop up saying "Minor Rune of Fire" or something, just read the identified descriptions. MOST identifiable armor WILL be a rune, if not all. But sometimes your salvage turns unlucky and you get bolts of cloth instead... Oh well. Luck of the draw.
