I just recently switched from hammer to axe warrior, so high lvl shields are somewhat new to me. So i was wondering what the best mods for a shield are? (like max HP gain and -dmg)

When it comes to shields, I think most people go for the 2 mods you already listed, health and -damage. If you're using tactics, you should get a crimson carapace shield from one of the item collectors.
