Is Grenth's Balance {Elite} useful in PVE too?

Damage wise, Grenth's Balance has the potential to do THE MOST to a single target in one hit. Thing is, you don't want to be in the situation your going to have to be to get that huge hit off.
I can see this working without being elite, nerf it by making the cast time longer. In PvE it's useful, but not devastating.
While on that subject, why do so many skills have to be nabbed with an elite tag? Surely there are ways to nerf a skill without having it elite. Grenth's Balance is just one example of a skill that would be fun to use even if it was totally useless. I could name a wack of others, but this has been discussed already.
