where to get skills

i am trying to make a farming mo/w.. or a uw soloing mo/w. i see all these posts about farming and sutff., but alot of the skills i have no clue where to get them. and how am i supposed to afford all these superior runes when i am making a farmer to make money to get those runes ?? how can i make some money to afford all those runes and high stat gear so i can have a perfect farmer or UW soloer?
