Is This a Bug

I have a skill loaded on a PvP char, "Galrath Slash," but when I go to load it on a second char it's showing up as being locked. O.o is this a known bug or did I do something wrong? I can have the same skills loaded on different chars, right?

Probably the one you have it on is a pvp template character which carry some skills that your likely not to have unlocked yet, that's why it says you haven't unlocked it yet... because you haven't in pve.
