I just did the mission right after the doppelganger fight, where you fight the see-through dragons in different areas. I got as far as the elem dragon, used the signet of capture, and the list of skills i had to choose from were all earth and air. I am a pyromancer, but there wasn't a single fire skill. The only elite skill there was an air skill, so i took that for the time being. My question is, if i go back and do it again, get to that dragon again, use the signet of capture again, will i get a different list of skills to choose from? Is it just a matter of luck whether you get the skills that you want?

Also, i see from the map here, that there should be an arena at Amnoon Oasis. Anyone know how to get in? i can't see a gate guard, or see any way to get to the entrance swirl thing.

Specific Bosses have a fixed set of capturable skills (as opposed to random). You can use this table to hunt down the bosses with the skills you need:

I've already captured quite a few elites just hunting in Southern Shiverpeaks.

fire elites you only get 1 i think you get it in perdition rock its mind burn its good but its hard to get >.<

OK, thanks. Damn, there i was thinking i was sure to get a great skill in this mission. Oh well. I should have made an aeromancer anyway, my pyro can hardly deal damage any more against high lvl stuff. but i'm a noob, this is first char, so i didn't know.

Pyromancers can deal a ton of damage to high level stuff. But if you want you can change your character to an aeromancer at any time. That's what refund points are for. You can experiment with anything. Just keep in mind it takes 250 experience to regain a refund point.

As flamingpeanut said, it's part of the competition arenas in Kryta. Back right after the release of the game, they realized, that people would favor certain arenas over others and in doing so, make specialized builds for those arenas only (my guess). So, they merged many of the arenas (D'Alessio Arena, Fort Kogo, Amnoon Arena, The Crag) into a set of arenas accessable from Lions Arch. These arenas rotate randomly as you enter them, and as you win matches. Sometimes you'll be in the same arena multiple times in a row, other times you'll move from 1 to the next and so on. Once you get to Droknars, the Deldrimor Arena is added to the rotation and instead of random teams of 4, you can pick the members of your team.

Yes. I use this table as well. It really helps when deciding which spells/skills you are going to bring on a mission/quest. This has been real helpfull lately.
