Please forgive this newbie question.

Expertise reduces energy costs by 4% per rank. Is this reduction exact to the fraction or is the reduction rounded down?

e.g. 12 ranks in Expertise, hence 48% reduction.
Will power shot's 10 energy cost be reduced to 5.2 energy or 6 energy?

I believe it's rounded down, so in the case of having 12 Expertise with a 10 energy spell, it would cost 5 energy.
