The effect has been buffed though, and reflects the effect in the Database.

It is a buffer Enchantment mostly.
When your running, and are going through some Enchantment Stripper enemies, put this on beforehand and it is stripped instead of the good enchantments, and you get the added bonus is losing a hex.
Some people end it themselves to get the free hex removal.I've seen it used in Droknar runs for this propose.

I use it in PVP for that purpose. If you cast it on someone and then end it immediately, it's the best hex removal around in terms of recharge and casting time. And you can put it up before the match begins, then cancel it a few moments into the battle, costing you nothing but ending any early hexes for free. Heck, as if that weren't enough, it works quite nicely with Contemplation of Purity, too.

The Hex Removal is the only reason I've ever heard anyone talk about this skill.

Precasting it before fighting gives you 2x hex removal for 1 skill slot too. Good for removing the initial hex and counter hex that gets cast at first contact in arenas.
Lambentviper
Also good to cast on self (if your a monk) or on your teams' monk(s). The extra time it takes to cast hexes give interupts mesmers or rangers their time to stop any and/or all hexes.
