I was unable to play in the February WoW, but that was when I had 3-year old graphic drivers that haven't been updated until last week, so I was wondering if the game will function properly (I don't care on what kind of settings)

And I definitely don't have enough money to buy a new card at this point, and I also have this program called "Game XP" which can alter things to get the max profermance out of games.

It should run, but only on the lowest settings. I have one machine that I tried to install the client on, and that is
AMD 1500+
512Mb PC2700
S3 ProSavage DDR (32Mb shared)
And the client ran but was soso choppy. You have a faster proc, but it is a *gulp*dell. I would see about maybe upping the RAM(don't goto dell) and you should be fine, just have to lower the display settings a bit.
If you still have an issue, I would check for a decent 128Mb card, just got a BFG tech 128Mb FX 5500 for about $70 and the login screen is amazing. If the game is as good as the login is, I'll be one happy camper.
