How much do you get back from skills that cost 5 or 15 or 25? The numbers that don't have a nice neat 30%. Is it 1 or 2 for 5?

I think the game can deal with fractions for energy, so still 1.5, 4.5 and 7.5 gained back, if im completely wrong and it can't the standard would be 2, 5 and 8.

You can buy it in Amnoon Oasis or get it after doing the Eye for a Profit quest that you get in Druid's Overlook.

i had idea, does this stack with elemental attunement?? so u get 30% + 20%? together?

Dualinity: yes attunements stack. Search the forum and you'll find a few builds involving dual attunements.
