FeuerFrei, it's a bit of both. Obviously the expansions are going to have more content than the free updates ever will, otherwise there'd be no incentive to buy them. But they will still be giving us some free stuff through the updates. You're living in a dream world if you think that they will give more for free than they give in expansion packs -- apart from anything else, how will that make a profit?
Luckily, they seem dedicated to the idea that they won't force you to buy any of the expansions, so they should theoretically keep supporting the basic game even a few years down the road (or however long it lasts).
Some people claim to have too much trouble supporting themselves to buy expansions, or pay subscription fees.
Which begs the question, where'd you get the money for that game and the computer it runs on in the first place?

I buy games and share them with my brother in the same household, and just like sharing DVDs, music etc., this is perfectly OK. GW, on the other hand is different, as you have to purchase an account, and the account itself cannot be shared. I can install the game on my brother's PC, and play using my account, but any indication that 2 different characters are playing on the same account at the same time, and the account gets nerfed due to password distribution (or something like that)
I'd imagine that the expansions will rely on the player having the original game, and will probably use the installed engine to work, and the same account to access. It would be pointless having 1 account for the basic game, and another for the expansion.
So, in answer to your question, (and please bear in mind that I'm not a lawyer), if 2 or more family members or people in the same household have their own GW accounts, you should be able to legitimately share the expansion within the family, just like sharing a DVD or CD. You can't distribute to friends, however, as this is infringement of copyright, and you cannot share the original copy of the game within your family, as that would require sharing an account, which, according to the terms and conditions you agreed with, is restricted to 1 account per person.
If any devs or anyone else finds any errors in that, please feel free to correct me.
