this is really just a great skill...the energy cost isn't that bad, especially if you put some points into expertise. but a recharge of only 3 and 0 prep time...ingenious. the 20% armor penetration is great also, especially for enemies with strong armor =) make sure this is somewhere in your skill list.

Er. Are you being paid by the Foundation for Penatrating Attack, or something? 
It's a fine skill, but nearly all bow attacks have "0" prep time, because they just take however long it takes to shoot an arrow (which depends on your bow). For that matter, the same is mostly true for Warrior attacks.
Anyway, keep on using it.
