Yeah, the max is indeed 20. The idea is that with this low cap, the playing field is more level and the game is based more around skill and strategy moreso than the amount of time invested in the game. This makes it so even the casual player can still be competitive. Despite the level cap, it's still possible to advance by getting more abilities which add to your strategic arsenal.
Personally I think that is the greatest idea ever. I've been waiting for an "mmorpg-like" game like this for a while.
Yay, this is my first post here!

Yes, you continue to gain experience and gain skill points as you would normally level up. However, you no longer gain attribute points after level 20, and the number itself remains at 20 instead of increasing.
On an aside, much of the PvE content is apparently balanced for level 20, meaning that even the quests don't stop once you hit 20, allowing those uninterested in PvP to continue questing and exploring after reaching ascension.

yeah it does that as you can still aquire skill points, refund points, etc... but you won't gain any more "levels" Levels are fairly irrelevant in this game.

I agree with you Alladar, levels aren't really important in this game. It is all about the skills and weapons you have that determines exactly how strong your character is, not just the levels (well at least that is what i think anyway)...

I am so glad I won't have to wait to have fun; and not grind for hours upon hours. Whee!

Levels are absurdly important, they're just incredibly easy to get. Trying to PvP below level 20 is a huge disadvantage though, I wouldn't suggest it to anyone.

Couldn't have said it better myself.
Levels do count for a lot. LVLs == attribute points. If you fight against someone with more LVL's ==> Attribute points chances are you will get royally wipped up on. The game is designed so that you reach acension quickly and thus are in theory on the same playing field with other fellow lvl 20's providing you picked up some decent armor on your way up. Then in theory your potency is proportial more driven by how well you play and how well you tactically fight with your team. Not so much by specific uber: skills, weapons, armor, other equipment, and more LVLs ==> attribute points.

I think ArenaNet realized, when designing Guild Wars, that levels are really nothing more than an extension of the character creation process. The main reason that they exist is to ease you into your character and allow you to decide, over time rather than all at once, where you want to specialize and what sort of things you want your character to do. A lot of the really good stuff comes after you've maxed your level and can get at the endgame content. Maybe, realizing this, the GW team decided to scrap the whole notion of trying to keep people on the leveling treadmill for as long as possible and treat the process as exactly what it was.
That's what I like to think anyway. Personally, I hope they never raise the level cap. What purpose would it serve, in the end? Once everyone maxed out their levels again, play would resume as normal. Sure, there might be bigger monsters with more hitpoints, but the players would have more hitpoints too and it won't have made any real difference. For PvP'ers, it will be a terrible annoyance because they'll have to stop competing in order to go level themselves again.

Wow -- I only that it was capped at 20 for the beta!
While I must say I'm shocked by this revelation. Stunned. But now I am amazed by the insight that is provided here. It allows for a combination of both PvE and PvP worlds. It allows for players to experience the story behind GuildWars, and it allows for players to get into the thick of PvP (which this idea makes the game very focused on). And it'll encourage people to have several alts and wow. As you can see, I think this is a great idea.

you wouldnt need higher levels to handle higher level monsters in future chapters just the ability to get skills that do more damage and any kind of artificial limiter so that skill cant be used(abused) in the earlier areas
think energizing whatever in the new area that makes your rune of 5x damage function but is dead elsewhere
