I was going to make a Necromancer and then subclass as a Mesmer, but as I've looedk at skills over time, I'm not so sure if I really want to now.

So which build is better? Necro/Mesmer or Mesmer/Necro?

It depends on what you want to do. Let us know what you intend your character to do and we can help you a lot more. Do you want it for PvE or PvP? DO you want do a lot of damage or weaken your opponents ability to do so? are just few of the examples.

you may want to take a look at this...Professions

elementalists are spike damage dealers.. yes.

and while you're at it..this might not be bad idea either to look at.Energy Management

WoW is one of few games I don't have experience with..but if that would be anything akin to an elementalist type from D2..then it would follow suit for you here as well.

This might give you some ideas about other things you will need to consider...

When choosing which class will be primary, it all comes down to which has the better primary attribute for what you are doing.

Go Necro/Mesmer if you are planning to PvE and plan to spam costly spells. Soul Reaping will give you a steady amount of mana if you have people tanking or casting AoE damage spells.

Go Mesmer/Necro if you plan on going PvP. Fast Casting will help you get those counters in against other casters. There aren't many Souls to Reap in PvP, either.
