I feel like when you have a weapon that has 2 mod upgrades on it, and when you go to Expert Salvage it, you should be able to decide which mod upgrade you wish to have, instead of it randomly selecting it for you?
For instance, if you have...You have a non-max, high req bow with a Vamp. Bow string of 5/-1, and a grip for something goofy that is worthless, and when you go to Expert Salvage it, it gives you the goofy item you don't want.
And another, had an Insightful Staff of Fortitude.
Low dmg
but had +1 energy (insightful staff head)
and 27+ Health (fortitude)
and I salvaged it and I got the Insightful staff head? Which is something I didn't wish to have.
I guess this was from experience that I had with a weapon and it had 2 mod upgrades (I believe, claimed I unlocked them) and when I went to expect salvage it, it gave me the one I didn't want, some kind of mod that Lengthens Poison. I don't know if it gives you both Mod Upgrades, or just a Random select, but I feel like you should be able to decide which mod upgrade you want/need.
If someone knows that it gives you both mod upgrades, get back to me on that and I will delete this post and sorry for the waste of time.
If not, I feel like this would be more helpful in some cases.
Edited: Also, would like to have an option with Armors dropped on the ground. You can get armors and when you salvage it, you get a random item you may not wish to have. For instance, you get Armor dropped by the Charr near Piken Square. When you Salvage this Axefiends armor you get 5 Iron, but when you salvage another you can get 2 Tanned Hide Squares. Wish it would give you the option in saying
If you Salvage this item you can get either
2 Iron Ingots or 4 Wood Planks or 3 Tanned Hide Squares.
Something in that nature, and you decide which crafting material you get out of the items you salvage.

If you could select what you wanted to get from armors, you could easily stock up on most of the rare crafting materials in a very short amount of time by just collecting random weapons. Most weapons like axes/swords/hammers have a chance to salvage into steel, and being able to pick it everytime would be too much.
